Th400 issues after rebuild

Th400 rebuilt, shifted through all gears, found vaccum pump failed causing it to shift on the governor. Fixed vaccum pump took for a test drive, still shifted on govenor. Pulled valve body down and tore apart suspect stuck detent valve.
