Make learned raid plans tradable.

Either that or take them out of the loot pool once learned, until all the raid plans have been learned (like they did most of the high-level Daily Ops plans). Because what the fuck is the point of having dupes if you can't give them to someone else (either for free or for a price)?

EDIT: Alright so maybe not *publicly* tradable, but only with the people you did the raids with. Either way there's gotta be a better way to dump these dupes without outright scrapping them because it just seems like a waste.
